First-time buyers paid £237,094 on average, below the £300,000 nil band of first-time buyer relief, so the typical first purchase in the city is free of SDLT. Former owner-occupiers moving within or into Manchester paid £291,262, which costs £4,563. For a landlord buying at the average price, the 5% higher rates bring the bill to £15,230, and a company buying through a limited company pays the same higher rates while the price stays under £500,000, which covers every average in the city.

Flats dominate sales in the city centre, Salford Quays sits in a different council, and the inner suburbs of Chorlton, Didsbury and Levenshulme sell mostly terraces and semis. The index for the City of Manchester mixes all of them, which is why the average flat and the average detached house are more than £284,648 apart. Prices moved by 1.2% over the year to July 2026.

First-time buyers: why most pay nothing

Manchester is one of the large English cities where the typical first purchase stays below £300,000. That changed nothing in April 2025 for buyers at the average: they paid nothing under the old £425,000 nil band and still pay nothing now. The buyers who lost out are those buying family houses in the southern suburbs between £300,001 and £625,000, who now pay up to £10,000.

Landlords and the higher rates

A flat bought to let carries the 5% surcharge from £40,000 upwards, whether the buyer is an individual who owns a home or a limited company buying its first flat. Below £500,000 the company pays the same as the individual; the 17% flat rate only concerns more expensive homes, and a letting business is relieved from it. A family selling a terrace to buy a semi pays £6,475 on the average semi-detached price, provided the old home is sold on or before completion day. If the sale falls through and they complete anyway, they pay £22,951 and can reclaim £16,476 once the old house sells within 3 years (surcharge refund).

On the £195,305 average flat price, a buyer who already owns a home pays £11,171 at the higher rates, against £1,406 for someone buying their only home. The difference, £9,765, is the 5% surcharge added to every band, and it applies whether the landlord buys personally or through a company.

Is Manchester stamp duty different from the rest of England?
